Community Development Fee Adjustments Take Effect
With adoption of the City’s 2025-2026 Municipal Program of Services – otherwise known as the City’s budget – the Community Development Department is instituting some fee adjustments for various permits that take effect in 2025.
This marks the first time in more than seven years that adjustments have been made. With the overarching goal of achieving full cost recovery for the department’s slate of permit review and building inspection services, Staff reviewed the work typically involved to make sure the new fees were a better reflection of the City’s costs for each service area.
This has resulted in the creation of a simplified fee schedule with a mix of adjustments, including instances where fees have not changed, some have increased, and some have decreased.
Fee increases go into effect for:
- New homes
- Permit applications
- Demolition permits
- Development and major site plans
- Swimming pools
- Trade permits, such as HVAC and electric permits
Fee reductions have been identified for:
- Lot line adjustments
- Residential and commercial remodels/additions
- Zoning permits
- Fence permits
- Zoning confirmation letters
Fees have been eliminated for:
- Solar panels
- Zoning worksheets
Additionally, Franklin County is instituting fee increases for plumbing permits.
An overview of the Community Development Department’s fees is included within the Master List of Fees section of the budget document (add link), and the 2025 fees are reflected within the department’s online permit application forms.
