Updates to City’s Traffic Code and Park Rules

City Council recently approved a series of amendments to the City traffic code and park rules, to simplify and provide greater clarity on several items, including the appropriate use of various forms of transportation, such as e-bikes and scooters. Highlights of Ordinance 6-2025 include:

 Chapter 383 Amendments (Transportation Rules)

  • The amendments apply to all forms of transportation other than walking.
  • All traffic laws must be followed when using any form of transportation on a public street, sidewalk, shared-use path or portion of a road set aside for the exclusive use of bicycles.
  • An alternate transportation device can only carry the number of people for which it was designed.
  • Due care must be taken when passing others.
  • Traveling recklessly on a street or sidewalk is not allowed.
  • Skateboards (whether powered by the user or by motorized means), can’t be used on any street with a speed limit above 25 MPH, and they can’t be used on sidewalks within the City’s business districts.

 

Chapter 543 Amendments (Parks, Playgrounds & Open Space Areas)

  • The section prohibiting any interference of park fauna/flora or structures permits the use of metal detectors but prohibits any digging.
  • Fires in parks are not allowed unless they are in City provided grills, fireplaces or barrels.
  • The prohibition of model rockets has been added to the section on dangerous items, such as firearms, bows and arrows, air guns, etc., unless permission has been granted in advance by the Parks & Recreation Director and Fire Chief.
  • Model rocketry, archery and similar hobbies are prohibited without the written permission of the Parks & Recreation Director.
  • The sale of goods, merchandise or the provision of instructional services on park grounds or parking lots is not allowed unless a permit has been issued by the Parks & Recreation Director. Permits will typically be granted for the following, or similar, circumstances:
  • The person/vendor is in contract with the City for services such as pool concessions or vending machines;
  • Sales are part of a City-hosted or City-permit-approved special event (but not for the sole purpose of promoting a private business);
  • Instructional services are being provided through a contract with the City, for both group lessons and individual programs.
  • The section prohibiting the distribution of any advertising or promotional items has been expanded to also prohibit the placement of signs in parks, playgrounds or other open space areas.
  • Events, entertainment or exhibitions in parks or other public spaces – whether public or private – are not allowed unless approved by the Parks & Recreation Director.
  • The litter prohibition has been amended to include wrappers, gum, seeds, and cigarette butts.
  • All types of motor vehicles are prohibited from entering a park, playground or other open space area unless authorized by the Parks & Recreation Director (City service and emergency vehicles excepted).
  • The placement of any equipment in City parks or public spaces – including stakes or inflatable apparatus – is not allowed without written permission from the Parks & Recreation Director.
  • Lights for the multi-sport court at Sunny 95 Park can only be used until 9:30 pm. All other lighting for active park areas – such as ball diamonds and courts – can only be used within the designated park hours.
  • The feeding of any wildlife on any public property within the City is prohibited.
  • The release of any domesticated or exotic fish or animals in any park is prohibited.
