The Upper Arlington Police Division provides 24-hour service and is an integral part of developing and maintaining a safe and secure community through the cooperative efforts of many departments and community organizations.

The division proudly provides a wide range of police services and programs to residents, visitors and members of the business community. The division is staffed by sworn officers who are professionally trained and certified by the State of Ohio; and, by law, are also declared to be law enforcement officers of the State and conservators of peace with the authority to arrest. In addition to sworn staff, there are several full-time and part-time civilian staff who provide other support to the division’s operations.

The Chief of Police is the chief executive officer for the division and is responsible for the planning and research functions, preparation of the division’s budget, supervising internal expenditures and the overall administration of the selection of personnel. The division is further divided into three bureaus, each supervised by a lieutenant who reports directly to the chief.

INVESTIGATIVE BUREAU

Our Staff & Investigative Bureau oversees criminal investigations against persons, property, juveniles, financial and vice/narcotics/intelligence complaints. In addition our Court Liaison Officer serves as Bailiff during Upper Arlington Mayor’s Court.

PATROL & OPERATIONS BUREAU

Our Patrol & Operations Bureau provides 24-hour, seven-day-a-week emergency and non-emergency law enforcement response and special event planning (i.e., Fourth of July and Labor Day events) to the community.

SUPPORT SERVICES BUREAU

Our Support Services Bureau is responsible for maintaining the division’s accredited status and for overseeing a variety of safety-related and crime prevention programming to the community.

BODY WORN CAMERAS

In the fall of 2021, the Police Division launched its Body Worn Camera program, following many months spent researching best practices and developing a robust set of program policies, guidelines, and training requirements. The program meets a State goal for every Ohio police agency to be equipped with body worn cameras to protect police officers, protect the public, and provide transparency. In addition to enhancing transparency, the program provides a new level of appreciation relative to the professionalism and level of training demonstrated by our officers.

The body worn cameras have been implemented in addition to in-vehicle cameras, providing additional coverage of events. The cameras are typically affixed to an officer’s chest or shoulder and are used to record officer contact with others when on patrol – in both audio and video.

Operational Guidelines
Many policy and procedural considerations are associated with a program of this magnitude, such as adherence to public records laws, privacy issues, operational guidelines for officers, and community collaboration. The team developing UA’s body worn cameras operational handbook studied existing programs to develop a plan that reflects best practices. Operational guidelines for the Body Worn Camera Program include:

  • Guidelines for when to record (which law enforcement activities qualify)
  • Guidelines for when to stop recording
  • Clarity on officers’ obligations
  • Guidelines for flagging video that should be retained (for investigative purposes, officer accountability, etc.)
  • Policies for protecting/retaining flagged video
  • Policy for deleting video deemed to be unnecessary
  • Data security standards and auditing process to prevent improper access
  • Policies regarding inter-agency sharing of videos
  • Guidelines for video review prior to a public records release (including possible exceptions/delays for criminal investigations)
  • Guidelines for reviewing/redacting video prior to fulfilling a public records request
  • Guidelines for releasing video to the media following a critical incident
CITIZEN CAMERA PARTNERSHIP
Citizen Camera

As homeowners and businesses increasingly invest in home security video cameras, the Police Division has been able to successfully identify and prosecute a number of incidents using video footage. Many cameras also capture footage of activities adjacent to a property, which might prove of use to police when investigating a nearby incident, such as the theft of items from a parked car or a burglary at a neighbor’s home.

Recognizing the value of these technologies in preventing and solving criminal activity, the division’s Citizen Camera Partnership is an opt-in program designed to build a database of properties with video cameras. Should a crime occur, officers refer to the database to see if there are registered properties in the area that could assist with their investigation.

By registering with the Citizen Camera Partnership program, residents and businesses are simply letting the UA Police Division know these cameras are in use on their property, with no remote access desired or required. Owners retain full control of any recordings and are under no obligation to provide any requested images or video footage to the Police Division.

The registration process is short and simple, gathering address and contact details, and some basic information about camera locations. The Citizen Camera Partnership database is secure,
with registered participants’ information kept private and confidential.

The division encourages residents and businesses with home security video cameras to take an active role in the safety of their neighborhoods by registering with Citizen Camera Partnership.

As a testament to the division’s exceptional service, it has been an accredited agency through the Commission on Accreditation for Law Enforcement Agencies (CALEA) since 1993. In fact, when the division was re-accredited in 2005, it was selected as one of eight (out of 100) to be a “Flagship Organization,” and was further selected to serve as the model division for other departments seeking certification.

“Contendite Ductum” is the Latin inscription on the seal of the Upper Arlington Police Division patch. This motto means “Strive for Leadership,” and it represents the attitude held by those associated with this agency.

FILING A COMPLAINT

The police officer is an unmistakable public symbol of the legal system and local government. In their day-to-day dealings with the public, there are situations in which police officers become the focus of complaints that are directed at governmental operations and policy. The contemporary police officer can work toward solving the problems of a dynamic community only when working in concert with the entire community.

Our police officers clearly recognize their responsibility to serve the public to the very best of their ability. We understand that fair and impartial law enforcement that respects the individual rights and dignity of every citizen is a goal of our division.

However, when the actions of a police officer come into question, it is our responsibility to examine the circumstances and investigate the actions that lead to the complaint. The division has created a mechanism for members of the public to request a review of police procedure or individual officer-initiated actions. This process allows us the opportunity to work with the public to share ideas and to examine necessary changes in our procedures.

The process of making a formal inquiry or complaint about police activity is a fairly straightforward endeavor that must be initiated by filing a written complaint/inquiry. Complaints may also be filed against civilian employees of the Police Division by following the guidelines outlined in this brochure. The issue will be forwarded to the Chief of Police for review and follow up. Depending upon the type of complaint or inquiry filed, the investigation and possible resolution can take up to 30 days. Some issues are simply a matter of answering a question about our policies and procedures, although other cases may involve complete and formal investigations that take much longer. We rely upon citizen input into our operations as a barometer of our level of service to the community. We view complaints and inquiries as unresolved issues that require exploration.

FREQUENTLY ASKED QUESTIONS

The Chief of Police will assign an investigator or a Supervisor to conduct a review of the complaint/inquiry and begin an investigation of the circumstances involving your complaint.

Normally all complaints must be submitted on a written form and signed by a known source before we will investigate a formal complaint/inquiry. There are circumstances where your personal appearance at the Police Division may not be necessary. Anonymous complaints will be reviewed for validity before being investigated.

Yes. Just as you enjoy certain rights, our police officers must also be afforded the courtesy of being able to explain their actions balanced against complaints from citizens. The facts are easier to understand when put in writing, making a review of the details a clear and concise process.

Yes, however, when an anonymous complaint is made, and there is no corroborative evidence of any kind obtained within a reasonable period of time following the complaint, the complaint shall be classified as unfounded, and the accused member shall not be required to submit a written report regarding the allegation, but shall be informed of the anonymous complaint and the outcome of any related investigation. This does not preclude constructive discussion between the member and their supervisor.  Due to the anonymous nature of these complaints, there is no way for the Division of Police to keep you apprised of the status of such reviews.

Yes. We simply request that you be accompanied by a parent or legal guardian when initiating a complaint/inquiry.

We want to examine each complaint/inquiry thoroughly in order to bring resolution to your complaint against the police. Witnesses will be interviewed and the facts will be obtained in each case by a trained investigator. The investigator will report their findings to the Police Chief. If our staff is in error, we will take steps to change policy or behavior that does not reflect positively upon the Division of Police.

No. We investigate every complaint/inquiry without bias. We understand that your issues with our level of service involve an inquiry that could lead us to improving the delivery of future services to the community.

The Upper Arlington Police Division takes every opportunity to assure that your contact with our employees is the most proficient and professional contact you will ever experience. However, our employees can make an oversight in their duties. Their actions will be investigated and a conclusion will be reached. If the employee is found to be in violation of departmental standards, disciplinary action could be imposed. Nevertheless, a citizen may file a complaint against a police officer knowing that their allegations are completely false. The reasons behind filing a false complaint against a police officer can only be explained by the individual. Filing a false allegation creates a waste of investigatory time and public resources. Consequently, if the allegations are found to be fictitious, the person may be charged with filing a known false complaint against a police officer.

Such an action is a violation of Ohio Revised Code 2921.15, a misdemeanor of the first degree.

The resolution to your complaint will depend upon the nature of the complaint/inquiry filed.

In some cases, the issue may involve a policy or procedural change for the division. In cases where the complaint/inquiry is sustained, the individual(s) responsible for your grievance may receive counseling or progressive discipline if we determine that corrective action is necessary. In most cases, your grievance can be resolved with dialogue and an explanation about the way you perceive your treatment.

At the conclusion of each investigation, the complainant will receive a letter from the Chief of Police outlining the issues and the findings of the division.

In certain cases where we cannot determine the truth by any other means, we may administer a polygraph examination to parties involved in police-related grievances.

We sincerely hope this doesn’t happen. If it does, you will be scheduled for a meeting with the Chief of Police, who will take steps to explain how the complaint/inquiry can be pursued beyond our internal investigation. Our goal is that you will never have to use the information included in this brochure. Nonetheless, we do not want to fail in our ongoing efforts to give you the best possible.

Message from Police Chief Keith Hall

We are very proud to share with you this 2023 annual report. Each year we face new challenges, and 2023 was no different. Our staff was reunited in our remodeled Police Headquarters at the Municipal Services Center, Chief Steve Farmer retired, and we added several new staff members to our team.

We moved into our new headquarters in the spring of 2023. The new building, while maintaining the same footprint, made improved use of the space, while modernizing the functionality and appearance. We appreciate the support we received from the City Manager’s Office, the Upper Arlington community, and City Council in making this project successful.

Our sworn Crime Analyst retired in April of 2023 and was replaced by a civilian Crime Analyst, who hit the ground running and expanded the position to support police efforts to address crime and safety in Upper Arlington. Our Property Custodian position was also civilianized, filled by a retired officer, who also continues to serve as a reserve officer. In May, the division hired a new Professional Standards Coordinator to manage the division’s accreditation efforts and division policy. Additionally, we were proud to onboard four new police officers.

At the Upper Arlington Police Division, our focus is always on serving our community. We continue to focus on the council-commissioned CPSM study recommendations. We made great strides in progress during 2023, including adding civilianized positions, reorganizing civilian staff duties, implementing a shift-review committee, and transitioning training file management to administrative staff in an electronic document management system. We continue to work to implement strategies to more efficiently and holistically manage employee field training, internal affairs investigations, and employee wellness.

As you review this report, you will see that the Upper Arlington Police Division, in partnership with our community, successfully kept the city safe for everyone. In 2023, the Police Division continued its partnership with the DEA taskforce, which seized over $12 million in cocaine, $38 million in marijuana, and $184 million in methamphetamines. Robberies remained low at only 4 incidents for the year. Theft offenses were down from 376 to 310. Officer enforcement actions increased in all areas of arrest, including a 20% increase in adult arrests and a 35% increase in OVI arrests.

In early 2024, I was promoted to Chief of Police for the division, and I am honored to continue to serve this great city. My goals as your chief are to be directly involved in our community, maintain transparent operations, and keep our city safe. As always, we enjoy our partnership with such a great community and we appreciate your continued support. On behalf of the Upper Arlington Police Division, it is with great pride that I present the 2023 annual report. This report contains information concerning the division’s organizational structure and statistical information highlighting some of our successes and activities throughout the year.

2018 Police Community Survey

Every three years, the Police Division fields a Police Community Survey, to gauge citizens’ opinions regarding crime, safety issues and police response and services, and to help guide the division in its allocation of resources. A total of 482 residents participated in the 2018 Police Survey.

When asked about the overall quality of police services, 87% of respondents rated services as “excellent” or “good.” Specific services receiving the highest percentage of “excellent” ratings were child safety programs, 911 and non-emergency response, and drug and alcohol education. Respondents expressed the greatest concern about the following crime and safety issues: illegal drug use and sales, residential burglary, online child/sexual predators, driving under the influence, and child abuse and neglect.

Quality police services are important to Upper Arlington residents – 97% of respondents agreed with the statement “Overall, I feel safe in Upper Arlington,” with 57% choosing “strongly agree.” The personal conduct of police officers in Upper Arlington also received high support, with 88% agreeing that the attitudes and behaviors of officers is professional and positive, 80% agreeing that officers are approachable and 93% agreeing that officers are doing a competent job.

We have prepared some answers to frequently asked questions relative to the Police Annual Report and accompanying analytical documents shared above. Why are the racial demographics for traffic stops, arrests and citations disproportionate to Upper Arlington’s demographics?
Upper Arlington is completely surrounded by several other communities within the Franklin County region, with thousands of non-residents working in, passing through or visiting our community for various reasons each day, just as many of our residents leave Upper Arlington each day and head to different communities for similar reasons. We serve everyone who comes into our community, not just our residents. Our police officers provide safety services for all persons in our community at any given time, regardless of resident status. As a result, comparing arrest and citation data against Upper Arlington demographics is not an “apples to apples” scenario. While not perfect, a comparison of arrest and citation data against Franklin County demographics better reflect the populations served by the Police Division.

Why are the arrest numbers for black individuals so high?
We have limited discretion over our arrests. Most of our arrests are for outstanding warrants, operating a vehicle while intoxicated, and theft in retail businesses.

Why are there so many instances of “unknown” race in the arrests and citations data?
Gathering race and gender data has been a growing focus in the law enforcement profession in recent years. While the number of “unknown” is not large, we are providing training for officers in data collection and our goal is to document thoroughly as we move forward with our data collection.

Is there a demographic breakdown for the different types of arrests and citations?
Data analysis of both race and gender differences for traffic stops, including stops that resulted in a citation can be found in the 2019 Bias Based Policing Review. A demographic breakdown of arrests by type in 2019 can be found in the 2019 Demographics – Arrests by Type document.

What training does the Police Division provide its officers relative to bias-based profiling?
All sworn officers receive annual training on issues related to bias-based profiling. Training topics include field interviews, traffic stops, arrests, search and seizure issues, cultural diversity, asset forfeitures, discrimination, interview techniques, community support and other related legal issues.

How does the Police Division investigate complaints against officers?
Reported complaints are investigated by either a supervisor (for less serious matters), or by the Staff/Investigative Bureau Lieutenant for more serious matters, including racial bias complaints. While not formally part of our process, claims of racial bias are also reviewed by the Chief of Police and the City Manager.

How do traffic stop statistics compare to overall police activities?
Based on 2019 data, as a whole, traffic stops represent 5.4 percent of the Division’s overall activity and 7.1 percent of arrests.

What percentage of our arrest activity stems from a call for service from a citizen?
Based on 2019 data, arrests arising from a call for service represent 10.6 percent of the Division’s arrest activity.

How does Upper Arlington’s Use of Force policy compare to the “8 Can’t Wait” campaign receiving national attention and whose recommended policing policy reforms are being adopted by the City of Columbus?
While we acknowledge growing concerns regarding police practices, we remain committed to employing best practices for providing a safe community for residents, visitors, and our employees. Most of these were already in our policy; however, we have added further language to clarify our expectations on these issues. In order to achieve this goal, we incorporate the following in our use of force policy:

  • Banning choke holds: The use of neck restraints or other potentially lethal weaponless control techniques are not approved less-lethal techniques. The use of these techniques is not allowed except where deadly force would otherwise be permissible.
  • Require De-escalation: When practical and when it does not create a risk of endangering the officer or other civilians, de-escalation techniques should be the first option for officers responding to a non-compliant and/or non-combative subject.
  • Require a warning before shooting: When practical and when it does not create a risk of endangering the officer or other civilians, a verbal warning should be given prior to using deadly force. Officers shall not discharge a firearm for the purpose of a warning shot.
  • Requires exhaust all alternatives before shooting: The use of force by personnel will, when practical, be progressive in nature. The officer is to consider the severity of the offense, the threat of safety to officers and others when making this determination. The officer’s response may be in the form of de-escalation techniques, verbal commands, hands-on contact, use of less-lethal weapons and the use of deadly force.
  • Duty to intervene: Police Division personnel will not use unreasonable or excessive force toward any person. Personnel witnessing another officer using what he/she reasonably believes to be unreasonable or excessive force, shall actively intervene in order to stabilize the scene safely with a priority on protecting the wellbeing of all involved. After an officer(s) has used force and the situation has been stabilized, when available, another officer(s), not involved in the use of force, shall assume responsibility for the suspect until the suspect is ready to be transported.
  • Banning shooting at moving vehicles: Firearms shall not be discharged from or at a moving vehicle unless a person in the vehicle is immediately threatening the officer or another person with serious physical harm or death by means other than the vehicle, except when discharging a firearm is the only reasonably perceived method to protect the officer’s life or the life of another from serious physical harm or death.
  • Requires use of force continuum: The Police Division employs the Use of Force Continuum provided by the Ohio Peace Officer Training Commission as a guideline in training.
  • Require comprehensive reporting: All Use of Force incidents will be thoroughly investigated by the supervisor on duty. He/she will be responsible for conducting necessary interviews and gathering all statements, audio/video, and photographs. The supervisor shall submit the reports to his/her immediate supervisor. When the supervisor is involved in a use of force, he/she will be responsible for gathering all statements, audio/visual, and photographs. His/her supervisor shall be responsible for further investigation and review of the reports.

2022 Police Operations & Data Analysis Report

In 2022, the City contracted with the Center for Public Safety Management, LLC, an affiliate agency of the International City/County Management Association, to conduct a study of the Police Division’s operations. The resulting report and recommendations were shared with City Council in October of 2022.

STAY ALERT UA!

ALERT FRANKLIN COUNTY

The City is part of the Franklin County emergency notification system, an online tool that can quickly dispatch texts, emails and voice messages to citizens, notifying them of extreme weather conditions and other breaking emergency situations.

For residents to receive the most benefit from this notification tool, you are advised to register and tailor your account relative to how you would like to receive updates, and to include the devices of other family members.

No registration or app download required, simply text UAAlerts to 888-777 to receive important public safety updates from the City including breaking emergency situations, mosquito spraying, hydrant flushing, large event cancellations, major construction updates and traffic delays. Text STOP to 888-777 to cancel at any time. Message and data rates may apply.

DON’T TEXT & DRIVE

Texting while driving is a primary offense in Upper Arlington. State law already bans texting, but it is only a primary offense for those under 18 (those over 18 must have committed another offense). Upper Arlington’s ban allows Police to pull drivers over and cite them for texting while driving without having to guess their age.

PEDDLING/SOLICITATION PERMITS

The City has guidelines and requirements for groups or individuals wishing to go door-to-door in the community for the purposes of selling items or services, or canvassing residents. This includes securing a peddling/soliciting permit. Click on the link below for full details of these requirements and to see the list of current peddling/soliciting permit holders.

If you believe you have been approached by a group or individual that does not have a permit, contact Police by calling 614-459-2800 as soon as possible so that an officer can be dispatched to the area.

REGISTERED SEX OFFENDERS

City legislation requires convicted sexual offenders to register with the City’s Police Division if they live and/or work within the City’s boundaries. It also prohibits convicted sexual offenders from living or working within 1,000 feet of any school premises, licensed daycare facility, preschool, public park, swimming pool, library, or playground.

BACKGROUND CHECKS
Background Check

The Upper Arlington Police Division offers background check services to those who need it for a job, licensing, volunteer work, etc.  The City will only conduct WebChecks between the hours of 10 am-4 pm, Monday-Friday.

  • For requests for 1-4 individuals – no appointment is necessary to start the WebChecks process, however, you must complete the process in person.
  • For groups of five or more – an appointment is required and all the individuals must attend this appointment in person to complete the process. Contact Finance to schedule an appointment by completing the email form at the bottom of this page, or by calling 614-583-5291.

Please complete and print the Request for a Background Check via Electronic Fingerprinting form (below) and bring it to the Finance Department Customer Service Desk. Please note: you must sign this form in the presence of the employee taking your fingerprints.

There are two types of WebChecks offered:

  • BCI ($40)– This background check is filed through the State of Ohio’s Bureau of Criminal Investigation for fingerprint search only searches.
  • FBI ($40)– This background check is a national search base.
  • If you do both the total cost is $70.

What you need to bring with you:

  • Company information or licensing information
  • A photo ID (a government issued passport will work)
  • Information about where the results should be sent
  • If under 18 years of age, you must have a parent/guardian with you
911 TOOLS
Text to 911

Franklin County’s Emergency Communications Centers—including the City’s provider, NRECC, at the City of Dublin—now offer a Text to 911 feature, enabling residents to send a text for assistance if necessary.

This new option should only be used under certain circumstances:

  • If you are deaf, hard of hearing or have a speech disability.
  • If you are unable to speak due to an injury.
  • If you are in a threatening situation and a voice call would increase the threat.
  • If mobile phone reception is poor.

If you do need to send a text for emergency assistance, type in the numbers 911 in the “to” field. Then type a brief but informative message that includes your location and the type of emergency. Then press “send.”

Some other useful information about this emergency option:

  • Be aware that cell phones’ location information that accompanies a text is not as sophisticated as wireless voice call location technology.
  • A text or data plan is required on your cell phone to use this option.
  • The delivery of 911 text messages may be slightly delayed or could even fail.
  • Photos and video cannot be sent at this time.
  • The text for emergency assistance cannot go to more than one recipient. Do not copy any other contacts on your text.
  • Once your text has been received, you will be sent a response from the 911 call center.
  • Do not send a text to 911 as a prank—be aware that your phone can be identified and you may be prosecuted for misuse, according to local regulations.
  • At this time, Delaware County is the only other jurisdiction using Text to 911 in Central Ohio—should you send a text that can’t be delivered, you will receive a message from your wireless carrier notifying you that this service is not available at your location.
  • Do not text and drive.

In all other circumstances it is advisable to call 911 because a two-way conversation between you and a trained dispatcher is typically a more efficient means to provide the help you need during an emergency.  

Smart911

The City’s emergency dispatching provider—the Northwest Regional Emergency Communications Center (NRECC) at the City of Dublin—has enhanced the level of service our emergency responders can provide to residents by becoming a Smart911TM agency.

Smart911TM is an online tool enabling residents to create a household “Safety Profile” that is directly shared with NRECC dispatchers in the event that you call 9-1-1 for assistance. Once registered, should an emergency occur at your home or to a family member whose information and phone number is included in the Safety Profile, dispatchers will immediately have access to information that could prove invaluable to first responders and, ultimately to those in need of assistance.

When you register your household with Smart911TM, you decide what information to include in your Safety Profile, such as:

  • Details about your home – in the event of a fire emergency, this information would help firefighters in their response, by knowing in advance the number and location of bedrooms and exit points.
  • Details about your family members – this includes the option to upload a photograph of each person, and to provide basic information such as age, weight, hair and eye color. Should one of your children or an elderly loved one go missing, police officers will be sent the photograph and pertinent information to help them in their search. It also gives firefighters critical information about the number of people to search for in a fire rescue situation.
  • Details about your pets – for safety reasons, it’s helpful for police officers responding to a burglary report to know if a home has dogs. Plus, if firefighters know how many pets live in your home, they are better positioned to rescue them in an emergency situation.   • Details about medical conditions or other special needs – by sharing details of any medical conditions, prescription medications, disabilities or other special needs pertinent to each family member, emergency responders will be able to provide the best possible care and make sure this vital information is shared with medical professionals in the event of a transport to hospital.

Even if an emergency situation occurs outside of your home, if the phone number of the person making the 9-1-1 call is associated with your Safety Profile, this will give emergency responders additional information, helping them pinpoint and inform other family members of what’s happened.

Your Safety Profile is private and secure, and you control what information is made available to emergency 911 dispatchers. Once registered, Smart911TM will prompt you to review and update your Safety Profile every six months, to help you keep your information current.

INVESTIGATIVE BUREAU

The Staff/Investigative Bureau oversees the Criminal Investigations Section, which is broken down into specialized units.  Detectives assigned to these units can investigate crimes outside of their specialization but are highly trained to investigate specific types of crime.  The specialized units include:  crimes against persons, crimes against property, juvenile crimes, financial crimes, and vice/narcotics/intelligence complaints

The Staff/Investigative Bureau is responsible for internal affairs complaints, central records functions and maintaining various reports. The Court Liaison Officer serves as Bailiff during Upper Arlington Mayor’s Court and attends hearings in Franklin County courts on behalf of Upper Arlington Police Officers.

RECORDS REQUESTS

Residents can request a report on an accident, incident or other police matter. The Police Division may charge a small fee depending on the type of record requested and the format in which it is provided. These requests can be made in person at the Police Desk, 8 am-4:30 pm, Monday-Friday or by completing the email form below.

More detailed records requests (local records check, cruiser video, 911 call tape, etc.) require completion of a Public Records Request form.

INTERNET SAFETY

The Franklin County Internet Crimes Against Children Task Force is a multi-agency task force dedicated to the fight against computer facilitated crimes against children. The task force investigates cases of online child enticement and the possession or distribution of child pornography. The Upper Arlington Police Division participates in this task force, along with other suburban police agencies, Franklin County Sheriff’s Office, Columbus Division of Police, Immigration & Customs Enforcement, Ohio Internet Crimes Against Children Task Force and Delaware County Sheriff’s Office.

Since the task force was formed in 2009, investigators have arrested over 746 sexual predators and identified 317 child victims of sexual abuse and exploitation.

    ACCREDITATION PUBLIC COMMENT

    The Upper Arlington Division of Police is accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). The Division uses the CALEA process as a guide to ensure the overall quality of operations. The process helps the agency ensure that quality and comprehensive policies are in place, that appropriate reports are compiled to assist leadership in decision-making, and that regular quality checks are conducted on agency operations. Police continually use the standards provided by CALEA to evaluate internal operations in pursuit of continual improvement to enhance public safety services for the city. The accreditation process consists of three major activities: statistical and annual reporting, annual file review and leadership interviews, and an on-site assessment.

    CALEA provides a portal for the public to provide feedback on agency operations specific to standards compliance, which can be accessed HERE. Feedback goes directly to CALEA, who will send a copy to the Chief of Police; the comments will be reviewed by CALEA Assessors as part of the next on-site assessment in 2024.
